The Bastrop County Emergency Services District #3 is requesting proposals from qualified engineers to complete a site development plan for a proposed EMS station and ESD administration building.  The currently undeveloped site is located within the city limits of  Bastrop, Texas..    

This project has a short due diligence timeline and the site development plan will be instrumental in assisting the Board in making a determination whether to close on the purchase.   The site development plan must be presented to the Board of Commissioners for review no later than August 22, 2025 to provide the Board enough time to review and make a determination.   Proposers should take this into consideration before responding.

The Board of Commissioners will evaluate submissions and identify the most qualified proposer for further discovery and negotiation.   Proposers should be familiar and experienced with Bastrop County projects, including sites in the Houston Toad Habitat Area.  

The scope of the project should include:

• Positioning of a proposed 6500 - 7000 square foot EMS station and administration building and associated parking
• Entrance and egress options
• Houston Toad Habitat exposure
• Storm water management and retention
• City of Bastrop Tree Ordinance compliance, including conducting a tree survey
• Analysis to determine whether a change in zoning is required.

The Board is NOT looking for interior architectural drawings at this time.

Proposals should include:

• Company name
• Corporation/entity type
• Business address
• Experience in similar projects
• Resume or detailed explanation of experience and credentials of personnel that will be assigned to execute this project
• Description of anticipated deliverables
• Experience in Bastrop, Texas
• Methods of pricing and anticipated cost

• Questions Response Posted:             July 9, 2025    
• Proposal Submission Deadline:         July 14, 2025  12pm (noon) CST
• Board of Commissioners Meeting      July 16, 2025 9am CST
• Desired Contract Award:                    July 16, 2025
• Project Complete Deadline                 August 22, 2025

After the submission deadline, proposals will be distributed to Commissioners for review.   Commissioners will discuss and select a finalist for negotiations and potential contacting at their Regular Meeting on July 16, 2025. 

The District will only accept submissions electronically, preferably in a PDF format. All submissions should be uploaded to the District website at (I will add the page URL.   We will have them enter their firm information and attach PDFs of the proposal)
