Petition for Annexation Received - Public Hearing Ordered
Bastrop County - July 17, 2025
The Bastrop County ESD #3 Board of Directors received a petition for annexation from a group of county residents. The residents seek to include territory into the Bastrop County ESD #3, including the incorporated limits of the City of Elgin within Bastrop County as well as its extraterritorial jurisdiction (ETJ) located in Bastrop County.
To be a qualified signature, the signer must be:
- A resident of the territory proposed for inclusion within the ESD #3 (i.e. within the city of Elgin or its ETJ in Bastrop County);
- A qualified voter under Texas law; and
- Owner of taxable real property in the territory seeking inclusion in the ESD #3.
The District received the petition and confirmed seventy-seven qualified signatures, exceeding the 50 signatures required by the Health and Safety Code Chapter 775.
The Board will hold a public hearing on the petition for annexation on Wednesday, August 13, 2025 starting at 5pm at the Bastrop County Commissioner Court. Residents of the territory seeking annexation and residents of the District are welcome to attend. Public comment will be received.
Should the Board find it is in the best interest of the District and its residents to proceed, an election would be ordered for the November general election.
For the territory to be annexed, a majority of voters in the territory would have to approve the measure. In addition, a majority of voters in the current District are also required to approve. If either ballot measure fails, the territory will not be included in the District.
