Nichole Kuhlmann
Nichole Kuhlmann serves as the Communications Center Manager for Bastrop County EMS, where she oversees the District's emergency communications operations and leads the development of a high-performing team of emergency telecommunicators. She is responsible for managing the Communications Center, overseeing 911 medical call processing, supporting EMS system operations, and ensuring the delivery of exceptional service to the community.
Before joining Bastrop County EMS, Nichole spent more than two decades with the City of Schertz, where she most recently served as Communications Manager. During her tenure, she led a team of 16 full-time and three part-time telecommunicators who managed more than 100,000 requests for service each year for law enforcement, fire, and EMS agencies. After joining the department in 2004, she served as a Communications Supervisor from 2008 until her promotion to Manager in 2021.
Throughout her career, Nichole has successfully guided communications operations through periods of significant community growth, implementing scalable solutions while maintaining high standards of service and operational excellence. She brings extensive experience in leadership, emergency communications, personnel development, and public safety technology.
At Bastrop County EMS, Nichole has played a key role in establishing the District's Communications Center, recruiting and developing its team of telecommunicators, and implementing the Computer-Aided Dispatch (CAD) system that supports daily EMS operations.
Nichole holds a Bachelor of Science in Criminal Justice and held her Master Telecommunicator's TCOLE license. She also maintains Emergency Medical Dispatcher (EMD) certification along with several additional industry-recognized public safety communications credentials.
