With a strong clinical foundation in emergency care, surgical services, and EMS, he has guided organizations through complex challenges, including disaster response, mass fatality management, and system-wide operational improvements.

His expertise includes strategic planning, fleet and facility development, technology integration, and quality management. Kelly has led teams of more than 200 employees, managed multimillion-dollar projects, and implemented innovative solutions that enhance quality of care, operational efficiency, and service delivery.

A recognized educator and consultant, Kelly is passionate about developing EMS professionals and building resilient systems that serve communities effectively. He has authored articles and presented on emergency preparedness, healthcare technology, and infrastructure planning, and regularly contributes his expertise to local initiatives and statewide committees focused on strengthening EMS systems and community health.

Outside of work, Kelly enjoys spending time with his Labrador retrievers, judging hunting competitions, and supporting community organizations and initiatives.
